The feature of Montsegur 1244 with "just a few scenes, so focus" was more accidential game design from my part: my main priority was to keep the entire session short enough for a single game session and to make sure the overall story arc moves through the framing story at a proper pace. I have no trouble with people using scene cards to set entirely new scenes - but my experience is that the scenes are usually connected anyway, even if they are in an entirely different location and with entirely different characters.
My last scene with Phillipa and Pierre Roger was an exception to this. The timing of this scene was important for me but it could also have worked as a regular fourth act scene if we were not pressed for time (and less strong).
What the scene card mechanic essentially gives is the flexibility of people with ideas to legally buy into the scene flow at the right time, while at the same time keep a steady pace and prevent one person to take over the story entirely.
